The New Indonesian Halal Law Explained

Indonesia introduced Law No. 33 of 2014 on Halal Product Assurance, which mandates that products entering, circulating, and traded in Indonesia must be Halal certified (unless officially exempt). The law is administered by the Halal Product Assurance Organizing Agency (BPJPH) under the Ministry of Religious Affairs, replacing the previous governing body MUI (Indonesian Ulema Council).

Key Implementation Deadlines

The implementation of the Halal law is being carried out in phases. Currently, these are the key dates manufacturers need to be aware of:

  • up to 17 October 2026: Deadline for imported food and beverage products to obtain Halal certification
  • 17 October 2026: Deadline for chemicals and cosmetics to comply with Halal certification requirements

Note: These dates were originally set for 2024 but have been extended to 2026. Dates may be subject to further changes by Indonesian authorities.

Certification and Export Requirements

SJPH Compliance

For export to Indonesia, manufacturers must adhere to the Sistem Jaminan Produk Halal (SJPH) criteria and requirements. HCE provides comprehensive guidance and training to ensure your manufacturing processes comply with these standards.

Step-by-Step Registration Process

  1. Obtain HCE Halal Certification: Ensure your products being exported to Indonesia are properly certified by HCE
  2. Certificate Registration: HCE will register your product Halal certificates on the BPJPH portal
  3. Importer Registration: Your Indonesian importer or legal representative must also register your Halal certified products

Upon successful completion of the registration process, you will receive a registration number from BPJPH.

Important Update: The previous requirement for Apostille of the Halal certificate has been removed.

Product Labelling Requirements

  • B2B Products: Do not require Halal package labelling but must have a valid Halal certificate
  • B2C Products: Products sold directly to consumers in supermarkets/shops require proper Halal labelling

When Halal labelling is required, HCE certified products must display:

  • The HCE logo and BPJPH logo side by side
  • The product’s registration number underneath the logos
  • Stickers may be applied for Halal labelling
